4de464c7a0 upgrading: new screenshot, highlight the importance of updates 
It is very important that systems are up-to-date prior to upgrading. Mention
that several times in the guide, and also indicate that on the screenshot.

178b79779f Remove references to yum. 
We've been using DNF for the last 14ish releases, so let's simplify
things a little bit and not distract the reader.

687c8b002c samba: Set SELinux file context recursively 
Setting the samba share context only on the ~/share directory will not
work when the user wants to list directories or create/read files in
sub-directories.

968fdd1b00 CUPS issues: move USB port conflict from HPLIP to ipp-usb 
The USB port conflict is more generic than just for HPLIP - it affects
even other classic drivers, so let's move it into ipp-usb section.

Additionally, mention the common issue that device sometimes does not
advertise all of its options via driverless protocols.

58ca99b19f Printing: Create get-printer-attributes output by --ippserver 
If --ippserver is specified, output of get-printer-attributes request
from ipptool is created in format compatible with ippeveprinter printer
application, which helps during debugging.

0271db9b23 Remove Creating RPM Packages 
The content in page "Creating RPM Packages"
has been subsumed under "Package Tutorial: GNU Hello"
in the Package Maintainer Docs.
Thus, the page is removed
and all references to it are pointed to the Packaging Tutorial.
"Creating RPM Packages" has one subpage,
which is moved to a top-level page.

In a separate commit for the Package Maintainer Docs,
the url of "Creating RPM Packages" will be listed as an alias
of the "Package Tutorial" so that external links will keep working.

1862542588 Improve How to File a Bug 
* Migrate some of the content from the old "Bugs and Feature Requests" wiki page
* Add cross references to places that have additional info
* Add a table of contents because gee whiz this page is big
* Encourage people to go to Ask Fedora first, in the hopes that the issue gets solved there and we don't end up with bugs that will just sit until EOL closure.
